When will the ONDCP be abolished and why has Congress allowed it to become such a huge Federal Bureaucracy?

The Office of National Drug Control Policy has become a huge Federal Bureaucracy that infringes on the personal rights of Americans. How could the Congress including especially social conservatives allow such a huge Federal Bureaucracy to undermine state laws, intrude into private residences, kill people and worst of all accomplish absolutely nothing. When are we going to get rid of this program? This is one of the worst policy failures in the history of the United States.
