If time indeed STOPS at the event horizon of a black hole?

stops that is motionless not moving it would kinda get a bit congested there nothing moving on to fall in to the heart of the gravity well stuck motionless at the event Horizon. So are scientists just.... well... wrong??? It would create a blob of matter as a impenetrable wall nothing could p through eventually building up with new matter to being visible and outside the event Horizon which is so clogged up. It would kinda look like well just a star really.....
