URGENT! Does this sound like my foal has colic?

Diarrhea is not a symptom of colic. In fact a blockage and no poo is what colic is. As is continued rolling on the ground no gut sounds etc. This doesn't sound like colic but it could be gr scours. But I would suggest calling your vet if he's not getting better or getting worse.. That should have been your first response to an emergency not getting on hear.. Good luck
