Why do Conservatives ignore the General Welfare clause in the Constitutiion?

---support the General Welfare... is not a mere suggestion, its a command! Welfare is obviously collective bargaining along with teh entitlement programs we call WELFARE! The supreme court says so! When peoples welfare is under attack we should defend the constitution from Walker and the republicans.
